The Flemish policy on cultural participation is aiming at finding new audiences and at increasing cultural competences. Information and communication technologies (ICTs) can be new and additional means to reach these goals. The policy report of the commission 'Digital Flanders' of the Flemish Parliament suggests to start initiatives to promote the use of ICTs in the cultural domain.

IBBT/SMIT has been assigned by viWTA to analyse several cases from the domains of cultural heritage, arts and libraries and to find out how ICTs can be used in these domains to increase cultural participation. The research report presents recommendations for a potential policy regarding ICT and cultural participation.
