Policy Analysis Unit
Policy Analysis Unit

The policy unit engages in the analysis of policy inputs, processes and outputs; and the research for policy development and adaptation. Concretely, we on the one hand describe, analyse and evaluate past and present policies. On the other hand, we also advise and provide recommendations to policy makers and other involved stakeholders, about solutions, new directions and strategies in relation to topical media and ICT issues. In numerous projects, we adopt a stakeholder-oriented approach, ensuring stakeholder involvement in the early stages of policy development, which is an asset in case one seeks to reach decisions in complex policy-making processes.

Research expertise in the unit ranges from the local, over the Flemish, national and European, to the global and the interactions between those multiple governance levels.

Consisting of 16 researchers, the unit has a track record in the following fields:
  • E-inclusion
  • Media literacy and digital skills
  • Internet governance
  • Information society policies
  • Broadcasting (public and private)
  • Audiovisual content creation, distribution and flows
  • Competition and competition policies
  • Sports law
  • E-health

The policy unit beliefs in taking a multidisciplinary approach, adopting a toolkit with diverse and complementary methods, such as:
  • Document analysis
  • Expert interviews
  • Stakeholder analysis (through consultation, Actor Network Analysis, Advocacy Coalition Frameworks, Network analysis) and evaluation
  • Participatory action research (brainstorm, focus groups, etc.)
